The rosters will be figured out within a respectable time before USL season starts.
Roster Cap: The total maximum players a squad can have on their roster. 12
is whats set on site for now it, they'll have to lose one before season start unless the participating squads manage to all get to 12 prior to the start date then we would increase it back to 13, which is after the SL mini season.

lol, it only got bumped up to 13 for last season since everyone had reached 12 and more people were still looking to play. this season will start with 12 again and if the time comes where everyone reaches that limit it can be bumped up again
