At this point, you know people are going to be stubborn regardless if they scrim on it or not, so to not count their vote based on that potentially giving them something they clearly don't want isn't going to do anything but hurt the league. The fact that some people can see the changes and have no desire to play with them (I'm not talking about myself, but quite a few number of people) and choose to play with the original settings should speak words to you.
With the logic you provided last night, if everyone in the league aside from two squads voted against it without scrimming on it, you would essentially discredit their votes and force the majority to play on something they never wanted to touch in the first place.
They either want to play with the new settings or they want to play with the original ones, it shouldn't matter if they test it or not.
That being said, testing is a key part of the development of the game and I would personally appreciate testing from everyone, but if you're not interested in it that should be perfectly fine.
