I think people take the top 10 a little too literally. It's just to give you an idea of where people rank in certain stats.
Having the most kills does not necessarily mean you're the best marine and having the most healing does not necessarily mean you're the best medic. We tried to use ratings before but all we had was the the SL rating formula and it does not work for USL. I'm not a statistician, so I cannot come up with a working formula.

For a few seasons now I've been asking how "best support player" is determined? How are 2-3 people supposed to know how every single player supports their squad, and how exactly do you gauge who did it best? And the med/marine award is irrelevent, you're going to look better on a good squad than you will a shit squad. Aside from Ernie season 10 has anyone ever won any award on a lower tier squad?
Every squad should nominate someone from their own squad for each of the awards, and a panel should vote on the nominee's (not allowed to vote for your own squad).
