Well, those that vote can and are encouraged to voice what they think said tweaks could be. I believe they were referring to damage output tweaks.

The idea was more so "I like the new bouncy grenadier, but I don't like xx about it"

They don't determine what WILL happen just to see where the community stands on an issue. Whatever option wins it will end up getting discussed with staff again then changed. Tweaks can always be discussed after a poll.
