its real, those are pretty much worthless and you use them strictly to evolve level

Any tips for power leveling up besides evolving with a lucky egg on ?

Find somewhere that has a bunch of pokestops bunched up and throw a lucky egg, incense and lure module on.

Besides evolving do it right before you know you're gonna find Pokemon you don't have- that's how I got leveled so fast gained

try to time lucky eggs/lures/incense/evolving with eggs hatching as well
