The amount of ccompetitive, willing captains is going to be a limiting factor to the success of the season regardless of the format. Personally I thought the cap was too high. If we raised the cap to include those players because of lack of captains, we run into the same issue as last season where it allows more stacking.

A well-thought out draft system or some form of FFA is the only way to include everyone equally.
