idk who you're referring to specifically but wait periods are enforced after week 1 at match time. if a squad has enough non wait period players then they cannot use a wait period player.

2.6 Players cannot re-join their previous squad(s) after joining a new squad at any point during the season. Off-season moves can be made freely until the season officially begins (the first scheduled match is played). This also includes joining a new squad on a different alias. (Example: Going from squad A to squad B and then squad B to squad C means you cannot re-join either squad A or squad B.)
