A day late, but here we are. We've finalized the ratings, the changes to the salary tiers and costs, the roster minimum and the salary cap. We've also added a way to incorporate your activity into your final cost. If you're not interested in what the specific changes are, you can stop reading here.
The salary cap for this season will be 1250, with a roster minimum of 14. As we see how the squads form, the cap and/or minimum may adjust slightly to ensure competition. This will be done sooner rather than later.
The ratings have been finalized. The lowest and highest rating of each player was removed, per Brake's helpful input. If you wish to look at them:

Your rating will place you into one of these tiers. Your cost will then be reduced by an activity percentage. Your activity is measured using regular season games played over the past 3 seasons. We decided to go with 3 because the past two have been so short.
<b>These are the values of the activity reduction percentage:</b>
If you played in 41-45% of regular season matches over the past 3 seasons, then you would receive a 6.75% reduction to your salary cost. If your cost was 125, your final cost would be 117. This is how it's structured:
--96-100% of matches played: 0% reduction
--91-95% of matches played: 0% reduction
--86-90% of matches played: .5% reduction
--81-85%: 1%
--76-80%: 1.5%
--71-75%: 2%
--66-70%: 2.75%
--61-65%: 3.5%
--56-60%: 4.25%
--51-55%: 5%
--46-50%: 5.87%
--41-45%: 6.75%
--36-40%: 7.62%
--31-35%: 8.5%
--26-30%: 9.5%
--21-25%: 10.5%

This percentage reduction is favorable to higher-cost players, so we included an additional check for each calculation to make certain that the cost is being reduced by a meaningful amount:
--For 61-70% played: x% reduction OR 3 points, whichever is higher
--For 51-60% played: x% reduction OR 4 points, whichever is higher
--For 41-50% played: x% reduction OR 5 points, whichever is higher
--For 31-40% played: x% reduction OR 7 points, whichever is higher
--For 21-30% played: x% reduction OR 9 points, whichever is higher
--For 11-20% played: x% reduction OR 11 points, whichever is higher
--For 1-10% played: x% reduction OR 13 points, whichever is higher

For example: A player costing 40 played in 32% of regular season matches (approximately 5-6 matches), so the player would receive an 8.5% reduction to their cost OR 7 points, whichever is higher. In this case, it'd be 7 points. A player costs 215 points, but hasn't shown to a match in 3 seasons so their reduction would be 20% OR 15 points, so their final cost would be 172.
The complaint with this system will either be that the reductions aren't enough, or that they're too much. There will probably be at least one example of each case. It's important to remember that this is an ever-evolving system, and that any constructive criticism is appreciated and considered when making changes to it. This is a game that we all love or love to hate, so believe us when we say that our interest is ensuring activity and competition in the league.
