changing the .org to .com worked for me. how many will not be able to fix this i wonder.

Josh just read unis first post

default.ini properties -> security -> advanced -> edit -> change current owner to your username

once you have ownership you need to make sure you have read/write permission/full control
then edit the default.ini and the settings.ini to .com instead of .org and it will save this time

got my lap top working but not my desktop oh well RIP me.

it was being a prick but like jovans first post, it oddly let me by running notepad as admin and locating it through that, im always logged in as admin with full control but it would still only let me by doing it through notepad.

Also do make sure that your .NET runtime is up to date!
