Leeto, not sure what you started off with in terms of connecting salary cap to a need for macros. The rest of the post looks like it took a lot of effort, but I believe there's a lot of players in that list that are not looking to play in the next season. That's why we're using a free agent list to determine who WANTS to play and we'll go from there with relative positional ranking.

I'll add one note on salary ratings for each player: I think it's going to be relatively easy to assign a ranking to each player that we feel is reasonably accurate (within 10-20% accuracy would mean that the player is within 5-10 slots of their "true" position).
What's going to be HARD is setting a valid salary cap that's meaningful enough to distribute talent. I've already seen one past captain ask if they can keep their same team roughly intact as they feel it's well below the salary cap. I think that's fair, but it's also going to have some adverse effect on the salary cap of other players. For instance, if they only use 80% of their salary cap space, they put more pressure on the salary caps of the other squad captains. Those captains may end up stacking their teams a bit more, but everyone is still reasonably happy with the teams. However, I think that this could potentially exclude mid-tier players from joining squads unless we make tweaks along the way to the salary cap.
Anyone follow what I'm saying and have any idea on how to set an appropriate salary cap? If not, I'll move forward with the model I have and we'll see how it works out.

Going by this formula I just whipped up
Assigned all players into 4 different groups designated by worth (100,90,80,70) and the over all salary cap would be 1020 for 12 man teams
Assuming we have 6 squads you could build 6 teams that could look like this (this was quick nobody get butthurt if you think you're rated lower than you should be)

It really blows my mind that after all these years people still say squads are stacked. As if they haven't been playing the game long enough to improve in any way. Everyone who still plays is capable of beating any other squad. The squads aren't stacked. Maybe they just have better leaders or a stand out player who carries but I can assure you that squads like idc, friends and Rejects were not stacked.
Salary cap is just a blanket fix to try and extend the life of what's already dead. People are ignoring the larger issue: management. Each season there seems to be a few "incidents" which are caused by the staff not enforcing rules or enforcing them incorrectly. We all want fair games but if the attitude is "meh the game is dying anyways I'll let this slide" then that's just hammering another nail in the coffin. People play this in their free time and if there's some trivial bullshit that comes up each and every season then it's going to get tiring and eventually people will just waste their time doing something that's drama free.
Another reason the salary cap won't work is the same reason a small roster cap won't work. You cannot restrict who plays with who. You can't tell me that at this point in the game's life that everyone here hasn't stuck around because of the friends they've made. A lot of people play other games and interact outside of Infantry so they stick together. To me it just seems like there are other issues to address like league management, mercy rules and other small tweaks.

Awful reffing combined with leaders who insist on camping and making games finish in the teens and low 20s are what killed the game. Unfortunately smart players don't ref, and there will always be pussies who lead.

You could also make the counter argument of out a league with roughly 70-80 odd players you would think one would make more friends over a 15 year period. Of course who am i kidding this is Infantry and this idea is bound to fail because all it takes is 3-4 people screaming at the top of their lungs that they won't play with someone else.

It's like telling a shit soccer team with excellent defensive skills to setup offensively against Barcelona. Who does that...
It makes no logical sense and the reality is you don't get better, you get raped and stop playing or caring because your not competitive. You play to your strengths and if there is 1 thing I have mastered in this game is strategy. I have never had to be better skilled in my openent to beat them, the truth is I gained more satisfaction winning matches on ad/di than I ever did rolling with a squad on sfo who were untouchable.
Camping... Defence... Strategy.., all the same thing really, play to your strengths and focus on your opponent weakness.

I've said for a year now that Infantry, in its current state, is going to be what the players make it. We don't have people volunteering to help. We don't have people volunteering to donate. We have people stacking squads and others play to their advantage if they don't have the skill to compete. What you said, Chris, around people not getting better frightening you is just as valid as what Sinn said about making more friends. You all have something unique in common - you like a 17 year old game... It's not like you're all THAT different from one another.
Also, the points that kippa made speak to a salary cap benefitting the league as well. If my players are at a lower level, I will camp. If our teams are evenly matched, I've opened up a lot more potential strategies and games can be more interesting.
Can type more if needed... But is it really needed?

It isn't needed armor. At this point its a redundant argument as all valid points have been voiced on the matter, and people will just continue to rephrase their original argument in an infinite loop until they think they've won said argument.
As you've said salary cap will promote competition to the league. If players are going to not play due to not being able to "stack" or not everyone can play with the one person they really like than oh well, player base has been diminishing for years now what one or two more going to do. There are still enough for at least 4 to 6 squads.
What will promote a good competitive salary cap however is making use of those who can lead as captains. So when you decide to choose those out of the list keep that in mind.
